Got to your "My Account"
Click on the "Ideas Submitted" tab
On your list it gives an option to resubmit on expired ideas

You have to pay the fee again, unless it made it to the Under Consideration area. Then if it gets there, they will write a blurb on your page to say why they didn't chose it and also give you a free code to submit it again with after you've tweaked it.
