Best Day to Submit

I honestly don't think there is any one day that would be best time to submit. If Quirky recently had some big press exposure (an article in a big newspaper or magazine, a TV appearance, etc), you should hold off for a week or so. There's always a big flood of submissions by new members after an event like that and your submission will quickly get buried. Quirky says that their staff look at all the ideas submitted, but if you're interested in getting some feedback from the community it'll be hard to get noticed once it gets buried under all the new submissions.

If you're really interested in getting feedback from the community maybe try submitting Saturday morning. It seems like some members have more time to dedicate to Quirky on the weekends and your idea would be near the top of the list then for them to come across it and give some feedback. This is just an assumption based on no real hard evidence, so take that tidbit of advice with a grain of salt.

Once you do sumbit, don't worry too much about your vote count. Some people obsess about it a little too much. You can have a high number of votes and your idea might never move into Under Consideration, or you can have a handful of votes and be moved there in a couple of days. All it takes to get your idea into UC is to have some member of the Quirky staff see your idea and like it. If they don they'll move it over for further evaluation by the staff and potentially to be selected for development.
