I really like this idea, and also the suggestion to test for sugar. I have lost count of the number of times I have been served regular soda when I've asked for diet. For me it's just preference, but for others it can be a real health threat.
The idea of the matchbook papers not being sterile would not worry me. They could be packed in a well protected , resealable packaging, and would probably be less of a risk than the utensil holding the food or drink, or the spoon you stir with. We have very little control over that.
It would be good to develop a similar test 'match' for the presence of peanuts, gluten and any other ingredient that could be a threat to someones well being. How about a test for MSG? Now that's something many of us would like to be able to avoid
With the increase of allergies we are seeing, and the growing concern for health and fitness, I think people would buy these if they were available over the counter, and acknowledged to be fairly reliable.

There might be an market for people with nut, egg, milk, and other such serious and potential deadly allergies. I'd love to have the decaf detector, but getting caffeine in my beverage is only a nuisance, perhaps less so than carrying around test strips (I'm lazy). Cool idea though.
I would have it test for sugar, not caffeine. The market for diabetics concerned with accidentally getting a sugary drink is probably much greater than people trying to avoid caffeine.
The idea of a "matchbook" is a nice gimmick but I'm thinking if you are dipping something into a beverage you will be drinking then you might be concerned with germs. And matchbook papers won't be sterile. Thinking you might want to go with a small vile like they have for diabetic strips- but I think those already exist.
Napkins are just as unsanitary as strips, and we touch our food with them often.
All you need is a sterile or at least semi-sterile case for them like listerine breath strips.
