These already exist. They are usually marketed for very large or disabled people for washing and applying lotion. Good idea but someone beat you to it.
Like Scott said, it's basically a combination of existing back scratcher and rubbing end.
I would say the only unique and potentially sellable thing here is your small roller applicator.
I used to have one of these when I was a child over 20 years ago. Do a Google image search for "lotion applicator" and you'll see that there are many of them on the market already.
And you don't think this product would result in a lot of mess and waste? The only thing I could think of is a sponge on a stick that you would put your lotion on and then use it like a back scratcher.
Basically we're talking a modification of a back scratcher with a telescoping pole with some type of material on the end to rub in the lotion. A plastic would not work because it would just smear the lotion, not actually rub it in. I think a type of rubber would be good on the end to achieve this.
Have a small telescopic metal tube that extends to become 30cms or so. In the base of the tube have a reservoir where you could put in lotion and a squeeze bulb. If you squeeze the bulb the lotion goes through a plastic tube and comes out the top of the metal tube. Include some massage fingers on the end plus an applicator surface=presto.

if you can find a way to make the lotion container double as an extension applicator it will salvage your idea.
