Package design
I think its a really great idea; I especially like the waterproof washing and the counter. I think the package design doesn't sell it at all though. "A weighted toothbrush stand" sounds boring and you're not showing all the useful features it has i.e. the upright position helps to keep it clean, 2 minutes timer for perfect brushing time, waterproof to clean You really need to show this stuff straight away or its just a cheap bobble toy for your brush.
Make it functional
It would be an attention-catcher if the toothbrush was electric and it generated power from the movement it makes. This way you'll no longer have the need for a power cord . Now it is just a "funny" gimmick...
better idea...
... would be to have the brush side down. I've never kept my tooth brushes out on the counter for germ filled reasons but if you could put the brush side in the container, I would consider it.
